You have it right.

Have you ever flown into DC? You get a wonderful view of the mall, the pentagon, the whole deal. Hundreds of planes in the wider air space there. 4,000 in the air at the time in the entire country.

Do you think the country is ready within 45 minutes to shoot down commercial planes. It might in the future, but it's not hard at all to believe that for the period of time under consideration that all hell was allowed to break loose.

I am sure that air traffic controllers were frantically trying to contact the authorities when they realized they had these planes off course, but it is hard to imagine that an ATC guy just makes a call and they scramble a fighter jet up to chase the plane.
