Perhaps, perhaps not. Our first response should be to provide India with sufficient advanced non-nuclear arms to crush Pakistan. Pakistan has been helping out the Taliban, and a response that crushes one of the allies of the Taliban might convince them that supporting terrorist attacks on the U.S. is a no win situation.
