Sam, you presume that the Afghan government (Taliban, remember?) will accept the *appearance* of weakness implied by accepting such aid.

Some horses don't drink when led to water. Some national leaders refuse to act in their people's best interests when those counter their own. The best intended aid to suffering people is often diverted by corrupt officials.

The Marshall Plan worked in great part because the defeated Germans acknowledged both their defeat and shame at their leaders' horrible acts. They saw it (as we did) as penance for their wartime actions. I see no such potential for Palestinian contrition as yet - merely defiance.

The Palestinians in particular have been mistreated much more by their supposed Arabic allies than by the Israelis. Spurning last year's peace proposal made their current protests of oppression ring hollow ... they had their best chance for a partial peace. Instead, they demanded the whole enchilada. Bad move.

Their "friends" have manipulated them into continued squalor to provide continuous crises. It is against several Arab *nations'* interests for the Palestinian question to be resolved by compromise ... so any solution of that sort gets quashed.

In short, that's why a Mideast Marshall Plan won't work - the Palestinans' codependent "friends" won't let it succeed, because they still want "victims" to "protect."
