It has been reported that there were likely 3-6 terrorists per plane, and that it is ironic that all 4 of the planes contained an unusually small number of passengers. If you look at past rosters, these routes were/are normally full. Speculation is that the terrorist organizations bought up rows of tickets in order to assure minimum or no resistance. (There is a lot of money behind international terrorism)
