There is one BIG difference between the Marshall Plan in Europe and the Middle East today: The Marshall Plan came AFTER we won the war and destroyed the warmongering leadership. In order to do that in the Middle East, the warmongering Arab leaders (Arafat?) would have to be gone first. And unlike Europe, 1945, we're not even sure who the true leaders are.

The Palestinian Authority was set up BY ISRAEL and Arafat after the 1993 Oslo Accords to try to do EXACTLY what you suggest...built a Palestinian state with an economic base interwined to that of Israel for mutual security. For some reason that I do not understand, it seems that it was all a chirade as Arafat dropped his mask at Camp David when he said "no" to what it was that WE THOUGHT he wanted. As I have stated earlier, your comments seem to suggest that the Palestinians honestly want peace with Israel, but the failure of Camp David as well as the "dancing in the streets" seen on CNN last night show that want all of Israel, period.

I wish some compromise were possible, but it seems that the Palestinians would rather risk another generation is economic devastation than take the best deal available.
