I believe the Pres can rescind an exec order by himself. In the 1960s and 1970's the US did a lot of bad stuff in Chile and other areas of Latin America that was no business of ours. This meddling brought on that exec order.

It surely was not meant to prevent us from defending ourselves against massive attacks like what occured yesterday.
