Just a guess, but here goes: Decision to scramble fighters - 15 minutes at least to get authority, probably longer Scramble fighters - five minutes minimum airborne Arrive at target - another 5-15 minutes depending where they scrambled from, maybe longer Time to inspect aircraft visually and decide if it was hijacked - several minutes at least maybe more Get authorization to shoot down a civilian airliner with innocent passengers - ask Bush, he is the only one who could authorize it - 30 minutes or more? Add it up then compare the total to the flight time of those planes. You can't stop this kind of attack unless you are on a war footing to begin with. We weren't until the other day.
