I think shutting down air travel until new security procedures are in place is necessary.

Remember the good old days of 40s, 50s and early 60s with no high jacking. Then some people who had no way to go to Cuba resorted to high jacking. Once this loophole was demonstrated, the epidemic of high jacking began, culminating in the spectacular multiple high jackings by Palestinian terrorists. The world finally reacted and the modern weapon screening procedure began in the early 70s.

D.B. Cooper found another loophole by jumping out in a parachute from the rear exit of a plane. Within days there were scores of people repeating the same stunt. A mechanical modification put an end to that.

Now that this new loophole is glaringly apparent, there will be attempts to repeat the same. Unless systems are in place to eliminate this loophole, air travel is not safe.
