There is also a difference in effectiveness between unilateral actions and those that are supported by a large group of nations representing several different cultures and political views. The problem is that it's tempting to "do something now" instead of quietly recruiting support for a much larger strategy that might put an end to terrorism or at least control it better. This strategy requires a combination of military and diplomatic efforts. I'm not sure we have the latter. Art
