Until today, they were allowable on planes. As were items like steak knives, pen knives, sharp tools, etc. (simply place bag on conveyor and pick up at end of machine).
One gentleman interviewed said he frequently flew with his entire tool box as carry on!

Oh, but restraint devices like handcuffs were and are strictly prohibited.
