One of the problems is that procedures were not in place. If we had had appropriate safety procedures which would have ascertained within minutes that the aircraft had been taken over by terrorists then it would have been possible to activate a system of interception within a brief time. The problem is, no such procedure was in place. BTW, I am not suggesting that the FAA is faultless here. I think the FAA is part of the problem and that it should have been "r-created" a number of years ago. Technologically it is 20 years behind the times. The people in charge are relics.
