What's needed is caller ID, every call, all the time. Pacific Bell wants another $4/month on top of their already jacked up fees to do this. This is BS, the service should be included with basic phone service. Caller ID, every call, every time would reduce these bogus bomb threats as well as junk faxes. Every time I call Pacific Bell the customer service person tries to upsell me something.
