If anything, the moral slide in America would be a secondary factor, at best. The two big factors, to my way of thinking, are GWB's strong support for Israel and Bush Sr.'s role as commander in chief of the Persian Gulf War. The chief terrorists harbor an intense personal hate for the Bush family. If this were not true, then the White House and Air Force One wouldn't have been specific targets. Correct?
