The issue of dealing with international terrorism has been simmering for at least two decades. It has long been known in centrist and conservative policy circles that it was the next big threat, even more so than China. I assure you that the policy establishment, intelligence agencies, and military have run numerous scenarios, and considered most angles, many times before September 11th. Acting has mainly been a question of politics: can we sustain domestic support for a strong effort, and can we get enough international cooperation to ensure success and guard other American interests? There will be nothing rash about it.
