I'm fairly certain that work "was" underway, for a Globalstar system that would essentially track all airplanes. It would seem very plausible that the G* constellation could be used to track domestic flights as well as capture in real time all of the information being recorded on flight data and cockpit voice recorders in a national system.

I'll post a message to Maurice on the G* thread...he is the guru of that company's projects and abilities.
