I do not think they will restrict Short Selling.
That would take programming efforts I would think.
Furthermore I believe that reporter was speculating.
Some of this is based on what I just heard on CNBC, some of this just my speculations.

The rest is total bullshit if allowed, and if they do restrict short selling that is bullshit too.

Look at the article again, I believe it said normal operations or something like that. Restriced short selling is not normal. That was speculation I believe.
