I think that Rumsfeld made a mistake to mention missile defense on the heels of the tragedy. I think that you were over the line in claiming it was venality that motivated him. I also think you are mistaken about the relatively credibility of obtaining a missile. The whole problem is that rogue states use terrorists to obscure the question of responsibility, so that they can avoid retaliation. Terrorists, with the aid of states like North Korea or Libya, may very well develop the capacity to launch missiles. It is doubtful, of course, that they would be ICBMs, but shorter range missile can hit US allies easily, or overseas bases, and even the continental United States would not be immune to missiles delivered from naval platforms. Anyway, I am not in a mood to argue this particular question beyond pointing out that Rumsfeld needed nothing but sincere conviction to motivate him in mentioning SDI in this context............
