Which will probably not be achieved by this attack. The French might not like it but it really isn't much against their interests. I could see the Russians feeling it against there interests but not to the extent to logically support the idea of pulling off an attack like this even if the person making the decision has no concern for life or for the actual and possible economic consequences.

Anyway, what can you Yanks do against the French and the Russians?? Both have nukes...

As much as France and Russia are unlikely targets for attack they couldn't have totally ruled out an irrational response by the US. Also they would have diplomatically and economically isolating themselves if they did it and it could be traced to them. France's government will probably fall (not its system of government but its current Prime Minister and cabinet) and anyone it could be traced to would be prosecuted. Of course its possible that France or Russia could cover it up but they could not count on doing it, or even keeping operational security given the possibilities of leaks from the people tasked to perform or support such a horrible task.

Even during the cold war when American nuclear missiles were at high alert and aimed at the USSR, and we fought wars with their proxies and had confrontations directly with Soviet forces (Cuba missile crises, Russian support personnel and pilots fighting for their clients, interception of aircraft, Berlin airlift ect.) the Russians/Soviets never attempted a large attack on US soil. The idea that France would do such a thing seems simply crazy.

I seem to remember that on Tuesday 11th, a car-bombing in front of the State Department was reported in the news... Was that just a false rumor stemming from the confusion? I mean, I searched through all the news reports and chronology and couldn't find any mention of it...

I think it was just a false rumor. (There was a number of those this week.) Later on Tuesday I heard that nothing had happened and I saw pictures of the undamaged State Department.
