Re: As much as France and Russia are unlikely targets for attack they couldn't have totally ruled out an irrational response by the US. Also they would have diplomatically and economically isolating themselves if they did it and it could be traced to them. France's government will probably fall (not its system of government but its current Prime Minister and cabinet) and anyone it could be traced to would be prosecuted. Of course its possible that France or Russia could cover it up but they could not count on doing it, or even keeping operational security given the possibilities of leaks from the people tasked to perform or support such a horrible task.

I'm afraid that's not how realpolitik works... You didn't run after the REAL perpetrators of the car bombings against your African embassies in 1998. Actually, you were even unable to snatch your official scapegoat, namely Bin Laden... Well, now YOU'RE PAYING THE FULL PRICE OF SUCH A CYNICAL FOREIGN POLICY.

Right now, the US must cut off ALL financial aid to Russia and put it on its blacklist of "rogue states";
As for France, it suffices to put the squeeze on her via the WTO, the UN, etc.
