CIA has failed to "penetrated" the Osama bin Laden group with one of their operatives, which I know from personal experience is nearly impossible, because these people are so secretive and fanatic, relying only on people they have known for years, dividing up the groups so one does not know what the other is doing, and so on. In the "old days," you could get people to tell you stuff for things like money, or blackmail, but with these people all that is just impossible.
