I am one of those people who doesn't think that we should over-react. But then again, that is a pretty subjective word.

I think that we should go to the countries who are harboring the terrorists and give them one chance. We say "Pick a side". We tell them to hand over the terrorists and everything that they know about them. If they refuse, we tell them "we are coming in to get them, get the hell out of our way.". I think we should tell them where we are going to hit them and give them a chance to get civilians out of the way. And then we go after their infrastructure like they did ours. But we give them a chance to save the civilians. It is important to set ourselves apart from them. An act of terrorism against us does not give us the justification to indiscriminately kill a population. Many of the people in these countries are as much victims as we are.

And after we hit the first country, we move on to the next.

And perhaps the most important part is that we don't abandon the people of these countries. We don't want to make more terrorists. We should help them rebuild without the oppressive governments who sanctioned terrorism. Give them a taste of what it feels like to have some creature comforts and a feeling of some security and they will never want to go back to a culture that breeds terrorists.

But we need to attack the terrorists like we would a cancer. With cancer, they hit it surgically, physically removing it, then irradiate the area to kill any stray cancer cells and then to get any cells that have spread, they use chemotherapy. We need to do the same thing. Get them militarily, kill the leaders and active terrorists, hit their financial resources and take out any support infrastructure.
