JohnG--You've pinpointed the real problem, and the motivation for terrorists who operate from areas where it is difficult, if not impossible to ferret them out.

This is a case for cooperation among all concerned nations. The country or leaders who protect terrorists or approve of such tactics could be banished from the world community: No landing rights for any aircraft coming from an outlaw country. No trucks, cars, busses, or other vehicles allowed in or out of the country. No imports or exports permitted. No travel allowed for anyone with a passport from the offending nation. No bank transactions, no phone connections, etc. With sufficient cooperation, "nation non grata" status would effectively isolate the entire offending nation, turning it into one large jail.
