I suspect that cells and safe havens have been set up in various African countries in need of hard dollars and support. I can't say which at this point- but those with military leadership currently engaged in civil wars would be likely candidates.

While a firm hand may be required to be deal with Afghanistan, it's quite likely that a substantial portion of the organization has already dispersed. Also, cutting off the head of the organization without getting the lieutenants will merely make the head a martyr.

It really is the underlying belief systems- that violence is an appropriate means of protest and sanctioned by 'great spirit in the sky' that needs to be addressed. Possibly over several generations, as those currently brainwashed age out of the system.

I leave the decisions in the hands of the leadership of the free world, whom have better info and greater wisdom, than this mere backseat driver.
