Israel was asked by the US to refrain from defending itself against attack during Desert Storm, and Israel agreed. It "absorbed" scud missile attacks on its territory without retailiation. Arab coalition partners extracted the promise from Bush Sr. as a condition of their participation in the coalition. The Arab countries would not be party to a process in which Israel had license to mount a military response against another Arab country. Things will be different this time. The Jerusalem Post reports today that Israel will be a full and active member of any coalition military operation in the Middle East. And that Saudi Arabia will likely NOT be such a full member. The Israeli newspaper Ha'aretz disputes this view however.
