The last thing we need to do now is lower expectations. This terroristic action can either be the prelude to a new form of peace and therefore prosperity, or it can be an unsatisfying partial victory like the Gulf War was. If terrorism is stopped then the threat of terrorists commandeering missles will be stopped. The rational for SDI no longer exists. TP
