how do we bomb them if they hide in caves?
if they move their training sites?
if they move their strategic arsenals?
if they have multiple phony passports?
if they hide throughout the western world?

I find this a strange irony and comparison to how this nation was born when the revolutionaries were fighting the redcoats. They had no conception how to fight us because we would not follow the "line and fire" rules of engagement. They were doomed to fail by not adapting to the mode of warfare. History rhymes again.
