No. I wrote "retaliation for terrorist acts as a >>sole<< means...". Clearly, it must be a multifaceted approach.

This has been touched on by others on this thread. While I'm no expert, a good start would include:

1) Military action against specific perpetrators with minimal collateral damage.

2) Address of grievances - identify what really ticks them off about us and show good faith towards taking steps to solve those problems (e.g. military bases out of the Holy lands).

3) Economic relief - modify current policies that may be depressing their economic growth. Develop new policies to increase economic development in the region.

4) Demonstrate more sensitivity toward world impacting issues - take a hard look at policies that, while pro-USA, are clearly of potential detriment elsewhere (e.g. per capita consumption of resources, CO2 emissions, etc...)
