could is the operative word here. There is a lot of pressure to toss in the 20 year old Star Wars plans that were designed for the old cold war. These plans are seen as overly agressive by many of our allies and hoped for allies and could turn out to be the fly in the ointment. If terrorism is stopped then there will be little chance of terrorists getting missles and so the rationale for the program does not make sense in this environment. Countries with missles can be dealt with under more ordinary retailiation and would likely be deterred as they have been for the last half century. If we go ALL THE WAY to fight terrorism, them it is critical to maintain focus.
