True enough, yet Gore's appeal in this last election had it's roots in the below passage. The message, "I'll fight for you" campaign had all the markings of, "I'll take from them, and give it to you.

It can only exist until the voters discover that they can vote themselves money from the public treasure. From that moment on the majority always votes for the candidates promising the most money from the public treasury

I don't know about whether the assertion about the average life of democracies was correct but I do see the cycle described below being played out. Sometimes there are cycles within larger cycles. Nevertheless, it stands as a good warning.
