As usual Doltan you would not know a fact if it flew out of your B**T. The WTC trade center was built with more steel than code required. It was coated, the whole building skeleton was coated, with fire retardant which was designed to burn for 4 hours before it needed to be cooled. The fire exceeded design as far as temperature was concerned. The WTC was expected to withstand burning paper and furniture which combusts at about 1000 degrees F. Burining aviation fuel however burns at twice that temperature and so the designed fire retartant was exceeded much sooner than expected. The building was neither underdesigne nor were the firefighters foolish for racing up he building after it had burned an hour. It was a matter of the assumptions which must go into every design being exceeded. A good description of the design and codes was presented by the firm which built the towers.
