We saw this happen in the Congo, when refugees from Birundi, Zaire,Rwanda and Tanzania made borders useless.

Secondly..all good relief agencies pride themselves on building infrastructure. What this means is that if an agency is evicted from a country there will be local natives to carry on the work.

The Christian Bible thing....its incumbent that if You work in these areas that You use some brains. Just take care of those that need help and leave the preaching for a later date to those than really want to be martyrs.
