MM, The term reactionary is often used in political circles. However, it often applies to American security measures. We do not anticipate threats unless we have direct intelligence of where and when. We react after the threats. In the case of terrorism, we always seem to be fighting the last battle. Our airport security is still set up for nutsos who want a plane to Havana.

The passengers on three of the planes didn't fight because they were conditioned to think that, in the worst case, they would have to waste time talking to Fidel and Elian before continuing their trips. You don't attack even a handful of crazies with knives just because your trip might be delayed. Had they any inkling that these jerks were going to kill them all and fly into buildings, they could have overwhelmed them. It looks like that may have been what happened on the Pennsylvania flight.

In the meantime, we are gearing up to prevent a repeat of this scenario while terrorists are planning something completely different next time.

And, like after the Waco bombings, skyscraper security will be tight for about 3 weeks. Then businesses will look at the bills and cut it back.

My main hope is that we gear up our intelligence gathering efforts sufficiently to offer some protection. We have the resources, the tools and the money to know about big plans like this before they take place. We just have to have the will to use it. The lone terrorist who doesn't make many plans will always be a random danger and catching him before he does damage will be mostly blind luck.
