As you say, cultural exchange is a very important step. I have travelled and lived in some of the furthest places. I am often surprised by running into someone who has also been there. In more than a few cases I've run into the same people again and again in different continents. Every effort should be made to increase this exchange. By itself it may not do anything specific. But combined with other policies, it is a very powerful tool.

On a more practical note, George Soros argued that while in the past the gains of the West were achieved at the cost of the East, i.e. the world was a zero sum game, the world has become small enough and interdependent enough that in order to be stable and prosper, the West needs prosperity and stability of the East. The Asian and Russian crisis of the recent years are examples of this need. The current tragedy is another one, albeit in a different way.
