I think he's saying that we (Americans) create the terrorists ourselves by having given them aid in the past to fight other nations. Alot of what bin Laden knows was taught to him by us.

We will probably create another bin Laden in our efforts to conquer him. America needs to know that the intelligence and military power they supply to anyone can be used against another innocent people at a later time. It never ends ... there are new bin Laden's waiting out there for someone to give them what they need to become more of a threat to the world.
