Never mind any particular race of people let's straighten out what good and decent means and who has it overall. OK. 35% are children so we won't consider them. That leaves 65%. Women regardless or their degree of involvement are less aggressive and rarely tend to violent crime so we will leave them out, as their goodness or decency is not demonstrated other than by omission. 37.5% remain. 10% of people are sick, mentally ill, or handicapped so do not qualify for this examination. 5% may be of advanced age so we let them out from the possibility of action. 22.5% remain. 2 % are in jail. 10% are in government so we know why they are there. That leaves 10.5% of the people who may have the will to be bad and the ability but have to make a choice. Most of them are working too hard to survive so have little chance to turn to crime. That leaves 5.5% of the population whose dissatisfaction may turn to anti-social action. Of that 80% are not inclined to suffer the consequences so we have perhaps 1.1% of the people who may, because of their circumstances, act up. So perhaps your figure of 99% is right. It all has to do with their opportunity not their inclination.
