Call me Kevin then.... I believe while the US deploys elsewhere, urging the Israelis to show restraint via a 3-way discussion, with Arafat promising to rein in as much as he can (or to punish any officials engaged in violence) is the short term answer. Arafat is stuck in the middle and if Israel does not restrain itself while the US offensive occurs, it risks escalating Bin Laden's recruitment drive. The idea is to take out more murderers than are freshly made.
