Well, wars need not involve conquest or unconditional surrender, they may involve limited goals and the provision of additional incentive to negotiation. In that sense, we are going to be using military action or the threat of military action against several regimes, either to topple them or to wrest concessions, for example, Afghanistan, Iran, Iraq, Syria, and Libya. Additionally, although the terrorists do not possess states, their central bases are located in certain territory, and if the danger of collateral damage is not too high, we will strike against them. Finally, we will not primarily round people up for trial, we will primarily engage in military strikes against them. I would imagine that even some of those hidden amidst population centers will be dealt with by special ops personnel. These are the expectations, in any case, that make it seem more a war than anything else.......
