Some inexpensive solutions that can be initiated now...

In all backward third world countries information is the most prized commodity. (Afghanistan for example banned television, and frowns on radios.)

In countries where we have problems...(Afghanistan, Iraq etc) the CIA should air drop free short wave radio by the millions.(with an extra set or batteries). All repressive regimes desperately try to suppress outside information.

An informed citizen is much more difficult to suppress.

Note: there are already dozens of radio broadcasts beamed into Afghanistan. This would compliment those broadcasts.
