Peace requires a partner in understanding, who desires peace on reasonable terms. There have been instances in history where peace was impossible because the enemy wished it otherwise, no matter what anyone did to appease them. The obvious examples come from World War Two. Blessed are the peacemakers, yes, but peace requires one side who will let go of the desire to destroy the other.
