I think that some variation of Maslow's Hierarchy of needs is in play right now. web.utk.edu Sure we have the physiological needs, but we need safety before we can move to the next motivator, which is "love". We need to do what is necessary to feel safe again. A strategy that creates an environment that nurtures terrorists won't get us there and neither will a strategy that is passive and shows that there are no repercussions.
