While I hate the idea of providing anything, you're probably right. However I wouldn't do D!CK unless we occupied them. As bad as things have been for Japan recently they were the beneficiaries of US occupation after a war. Occupations after "police actions" have not done quite as well.

EDIT

I remember the arms for hostages deal. My how the worm turns. Once we kill the people we need to the it's our turn.
