Pete: Standard insurance policy has a definition of an act of war which would not seem to cover Bin Laden. I don't think that argument will wash in court under standard language of the general commercial policy. George W. may view it as an act of war but a proper policy interpretation, in general, will view it as a covered peril unless excepted by another clause, i.e., terrorisim. This would be the exception and not the rule as the underwriter would most likely have to attach a specific rider to get that exclusion.

The homeowner and general commercial policy generally provides protection against vandalism and malicious mischief.
