Bin-Laden could be telling the truth when he says he didn't plan this and yet still be responsible in providing training, money, inspiration etc. to the various organizations that come under the umbrella of Al-Qoeida. I would be interested to know more about the people who carried out the USS Cole attack. It's difficult to imagine that Saddam could be this dumb AGAIN. But he really seems to be a nut.
