the exchange has a bad rep and they have been working at correcting it.

They have ? In what ways ?

You must mean;
when a stock rises too quickly, they halt it so their brokerage buddies can coordinate covering their short positions when it starts trading again.

when a stock tanks, they don't intervene to bring order to the market.

recently they changed their reporting of short positions from weekly to twice a month.

brokerage houses do not report their short positions.

Am I being sarcastic ? You bet.
