Be careful, Norman. With the war will come greatly renewed interest on the part of our government to either:

1) Strongly restrict the availability of strong encryption technique;
2) Be granted some kind of "skeleton key" access to encrypted documents;
3) Both of the above.

The terrorists have been known to develop unbreakable codes, specifically for the purpose of transmitting their data across the internet. Whether government control/intervention would have any effect whatsoever on the above is entirely beside the point.
