"Removing the Taliban will probably require U.S. troops on the ground." True, but the U.S. could set up a provisional afghanie government with the million odd people who are in refugee camps surrounding the country and then fight the Taliban together with those displaced people. With the aim to ultimately create a democratic government, and throw in a little land reform for good measure.
