Please do expand on this- do you have a proposal to deal with people who are a threat to society in general yet have taken no action? I assume your comment is related to the idea that exile is a valid method for handling people who choose not to play fair in the sandbox. Probably true that only tribal communities still practice exile in lieu of electrocution, lethal injection and such. I guess solitary confinement acts as exile enough in our modern society, certainly harsher punishment than freedom to harvest coconuts and view the sunrise/sunset, cut off from all contact with the remains of mankind.
