I feel comfortable that as time unfolds, I am not going to have much difficulty in telling whether he exerted strong and wise leadership or not. I don't expect to determine this based on a few days when many, many days will be required to see this thing to the end.

Based on the reaction of the American people and the US Congress, it would appear that GWB has done just that.

Oh really? All I have seen is people coming together to act in a unified way in the face of a crisis. I don't think anyone had to cajole the Congress into acting in that fashion. The real test of leadership won't be in these early days when what has to be done and what can be done are fairly apparent and generally agreed, it will come as time passes when we see whether international support and consensus is built and whether or not we continue to agree on the desirable course of action once people have had time to get over the shock and think a bit.
