Good suggestion Mark! [East Timor]. I think the United Nations needs to be reconstituted and take over countries such as Afghanistan and East Timor which would then be run as self-governing protectorates within a federal constitution protecting the rights of everyone in them. The Mullahs and Bin Laden would not like that. Tough luck. Islands in the sea of nation states is as good as a water-surrounded island. But they would not want to be penal colonies. The best place for Afghan refugees is Afghanistan, not New Zealand and Australia [where they are now trying to come]. But they need to be able to live there. The UN is the way to do it. Not a pussy-footing UN as now pathetically allowing murder in Srebenica. I mean a hard-nosed police force and legislative state owned by the UN with the locals possessing the whole place in fee simple [to use some legal jargon]. Mq
