I have read that it is presumed that Bin Laden has nuclear devices in hand that were purchased as a result of the collapse of the Soviet Union (they were referred to as suitcase nuclear devices). If I recall correctly, Chechnya was presumed to be the supplier to him. With regards to doing more damage than putting an airliner into a financial centre, I would speculate that plowing a couple of airliners into nuclear generating stations might be a noteworthy contender.
